Requirement under the Act

Disclosure

(i)

The particulars of its organisation, functions and duties;

National Savings Institute functions under Department of Economic Affairs, Ministry of Finance, Government of India.┬аThe Institute is entrusted with the task of mobilization of savings in National Savings Schemes of Government of India, operated through Post Offices and Banks throughout the country. The institute coordinates with operating agencies for smooth & customer friendly operation and availability of Small Saving Schemes framed by the Govt. of India under Govt. Savings Bank Act 1873 , Govt. Savings Certificate Act 1959 & PPF Act, 1968 etc.
The Institute assists and advises Ministry of Finance in the matter relating to mobilization operation & management of small savings.

Key Function of NSI are as under:

  1. To function as front office and public/ customer relations unit of Department of Economic Affairs, Ministry of Finance in administration of Small Savings Schemes of Govt. of India. Assistance to Budget Division for preparation of NSI related Budget documents and delivery.
  2. To digitally collect, collate and maintain small saving data and to apply data analytics on it for better insights.
  3. Responsible for timely remittances and reconciliation with RBI data, including forecasting of collections for improved cash management.
  4. To Function as inspection wing of Department of Economic Affairs for conducting inspection/ audit of Post Offices/Banks to check implementation of small savings rules.
  5. Coordination with Post Offices and banks and attending public/investors queries
  6. Development of IT based systems for small savings schemes, development of digital modes for providing efficient customer service to national savings depositors
  7. To undertake national level publicity of National Savings Schemes.
  8. Periodic Reports related to subscriberтАЩs profile, forecasting of collections, information of unclaimed amounts, demographic information of the subscribers, duplicate subscribers, ineligible subscribers
  9. To handle legal issues, attending court cases on behalf of Department

(ii)

The powers and duties of its officers and employees;

NSI assists and advises Ministry of Finance in promotions mobilization and management of Small Savings and functions as front office of DEA .

(iii)

The procedure followed in the decision making process, including channels of supervision and accountability;

National Savings Institute follows the procedure as laid down in Manual of Office Procedure in office and the procedure which is laid down by the MOF in field activities.┬а

(iv)

The norms set by it for the discharge of its functions;

As per allocation of work by Head of Department, NSI.

(v)

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

The rules & regulation etc. as applicable to Central Government Employees and Central Government Offices are applicable.
Government Savings Bank General Rules, Government Savings Certificate Rules, PPF scheme rules and rules of the other savings schemes┬а┬а issued under ┬аGovt. Savings Bank Act 1873.

i)

A statement of the categories of documents that are held by it or under its control;

Small Savings Schemes/Scheme Rules & clarification issued by the MOF from time to time & as published in Gazette of India.

(vii)

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

Views & opinion of Public & Stakeholders in Small Savings Schemes are obtained through coordination committees represented by operating agencies & agent association. Meetings of Coordination Committee are held at Headquarter office from time to time.

(viii)

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations;

Monthly remuneration (pay and allowances) of officers & employees are payable as per Central Civil Services(Revised Pay) Rules, 2016 applicable to all central govt. officers and employees.

(xi)

The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made;

There is no agency under the administrative control of this institute.

(xii)

The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes;

National savings Institute does not execute any subsidy programme.

(xiii)

Particulars of recipients of concessions, permits or authorisations granted by it;

Details in respect of the information, available to or held by it, reduced in an electronic form;

Information is available in the other parts of this website (http://www.nsiindia.gov.in).

(xv)

The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use;

Information in respect of launching of new scheme/withdrawal of existing saving scheme and change in rule/procedure of scheme in operation are made public through Press Information Bureau, NSI website and website of Ministry of Finance.

Any feedback, suggestion/grievances relating to the operation of small savings and activities of this institute can be sent either by post/e-mail or grievance redressal window available on the website.

Citizens can also make telephonic inquires about provision of small savings schemes/rules and procedure and status of their letter/grievance from respective offices from dialling on telephone numbers as available on NSI website.
The grievance can be filed online on NSI website as well as CPGRAMS(http://pgportal.gov.in/)┬а of NSI/MOF.
